The Dementia Public Guardianship Program was introduced by the 2018 amendment to the Dementia Management Act. In recent years, national-level efforts to support individuals who need assistance with decision-making―such as this program―have been gaining momentum. This program is particularly significant because, while past discussions on older adults with dementia have largely been limited to care and treatment, it allows the government to step in when necessary to help them make decisions in all areas of their lives.

The Dementia Public Guardianship Program was officially launched in September 2018. An amendment to the Dementia Management Act introduced provisions to facilitate the use of the adult guardianship system. Before this change, it was rare for older adults with impaired decision-making capacity to have designated a guardian in advance, and even rarer for their families to apply to the court to appoint one. To address this gap, the government revised the Dementia Management Act, allowing guardians to be appointed on behalf of individuals with dementia to support their decision-making.
