According to the UN Convention on the Rights of Persons with Disabilities (CRPD)“Persons with disabilities should have the opportunity to choose their place of residence and with whom they live, on an equal basis with others, and should not be forced into a particular living arrangement.”

In Western countries such as Sweden, the UK, the US, and Canada, it’s been 30 years since efforts began to deinstitutionalize people with disabilities and integrate them into the community.

In South Korea, the 5th Comprehensive Plan for Disability Policy (2018) proposed a transition strategy for independent living for people with disabilities, and the deinstitutionalization policy for them is still being actively implemented.
